What is a good term for a block at an upward or downward 45 angle? Using a tanbo or obi?

If I understand your question correctly, you mean to block on a diagonal line. Diagonally is called naname (nah-nah-meh-ee) so depending on the level - Jodan Naname Uke or Gedan Naname Uke.
